United Nations Security Council Backs Donald Trump's Gaza Strip Proposal
A Security Council has supported a plan put forward by President Trump for establishing a lasting peace in Gaza, including the introduction of an international stabilisation force and a eventual route to a Palestinian statehood.
Widespread Backing with Notable Absent Votes
This measure was passed by a count of 13-0, with Russia and China declining to cast votes. Washington's diplomat the American delegate addressed the international body that it charted “a new course in the area for both sides and all the inhabitants of the territory alike”.
Negotiated Wording on Independence
Incorporation of references to an independent Palestine was the price the America offered for support from the Muslim nations, who are anticipated to contribute security forces for the global force.
“Interim measures that we embark on today must be implemented in adhering to international law and upholding Palestinian sovereignty,” James Kariuki affirmed.
Netanyahu's Opposition Persists
However, on the eve of the resolution approval, leader Benjamin Netanyahu restated his government’s strong objection to the formation of a Palestinian state, creating uncertainty on whether Tel Aviv will accept the implementation of the internationally endorsed measures.
Main Elements of the Resolution
- Prompt removal of existing limitations on humanitarian aid into the strip
- Formation of an international stabilisation force
- Progress on rebuilding and a potential “route to Palestinian sovereignty and statehood”
Ambiguous Language and Stipulations
The inclusion to Palestinian statehood was a balanced insertion to an initial US draft which excluded it. But the wording is vague and dependent, declaring only that once the PA has implemented reforms and the restoration of the strip is progressing, “the situation may ultimately be in place for a credible pathway to Palestinian self-determination and statehood.”
International Reaction
The wording was insufficient of the firm commitment to the building of a Palestinian state next to Israel sought by Arab countries, as well as European council members, but in statements to the council after the vote, delegates from those states said they were prepared to accept the agreement in the service of prolonging the current truce and swift steps to feed and protect the 2.2 million Palestinian people in the strip.
“Our delegation has finally decided to endorse of this resolution, a measure that we approve its primary aim, namely the maintenance of the truce and the establishment of circumstances permitting the Palestinians to exercise their fundamental rights to self-determination and sovereignty,” Algeria's representative declared.
Execution Hurdles
The resolution grants overall oversight authority to a “board of peace” led by Trump, but of undefined composition. This committee has to inform the international body but it is not required to follow the desires of the global organization or by the Palestinian Authority.
Furthermore, it demands the establishment of a expert Palestinian panel that is tasked with overseeing daily administration of the territory and the delivery of services, but it is quite ambiguous who would participate.
Peacekeeping Unit Authority
The mission of the international stabilisation force gives it authority to remove and dissolve fighting factions in the territory, but it is highly uncertain that possible sending countries would agree to attempt to confront such organizations. Not a single nation has so far committed itself to contributing forces.
Moreover the standards for modification of Palestinian leadership, the requirement towards moves to a sovereign Palestinian, have been vague.
European diplomats said they viewed it as pressing that the members of the expert panel to provide utilities was settled as quickly as possible.
